About Us

Tahoe Land Planning was founded in 1989 as Kaufman Planning and in 2017 Abigail Edwards purchased the business and the business became Kaufman Edwards Planning. In 2023 the firm was updated to Tahoe Land Planning. Tahoe Land Planning is a land use planning and consulting firm that specializes in projects located in the Tahoe Basin. Our firm initially assists applicants in determining the feasibility of their projects. Once feasible we assist our clients with problem solving, environmental analysis, permit applications, coordination and interface with the local jurisdictions.

  • Abigail has over 25 years of experience working in the environmental and regulatory fields within the Tahoe Basin.

  • Highly experienced in permitting and project coordination for a variety of shorezone, residential, commercial, multi-family, tourist, public service and other projects in the Tahoe Basin.

  • Experience preparing feasibility reports on properties for potential development.

  • Over 20 years experience in the preparation of scenic assessments and mitigation for properties on visible corridors

  • Knowledge of preparing Phase 1 environmental reports for commercial facilities to assess potential groundwater and hazardous material contamination.  

  • Knowledge of CEQA, NEPA, and site specific impact requirements.

  • 35 years experience as a Tahoe Basin Planner

  • Extensive knowledge of project feasibility, local regulations, permitting procedures, scenic issues, scenic mitigation.

  • Project navigation and project problem solving.

  • Numerous successful projects through TRPA, Lahontan, Army Corp of Engineers, California State Lands Commission, Department of Fish and Wildlife, Caltrans, California Tahoe Conservancy, City of South Lake Tahoe and Placer, El Dorado, Washoe and Douglas Counties.

  • Past member of TRPA Shorezone Partnership Committee, Placer County Design Review Appointee, North Tahoe Business Association.
